Issue增加管理员置顶功能

建议Issue可以增加管理员置顶功能，可以配置置顶的Issue数上限，比如5条左右，如果需要知会大家的事情比如数据集需求收集，就可以置顶让大家都在这一条issue下按格式评论就行。
