请问什么场景下需要置顶issue呢？

请问什么场景下需要置顶issue呢？

比如当某个项目的未来设计需要外部开发者的意见和建议时（尤其是在此repo有较大量的issue的场景下），issue区的置顶issue可以作专题讨论，讨论更为集中，更能比较。

否则的话，此类场景目前在平台上的做法可能是：

在组织里新建一个repo，此repo的issue区专门讨论此问题。
在issue区的标签增加此问题的标签。

1的迁移成本较高，2的可能需要专人标注，时间成本也较高
并且上述两者的做法均无法让讨论更集中，无法更好的进行比较。
