#917 新建云脑任务时仍然能选择已被删除项目下的公开数据集

复现步骤：

  1. 在项目proA，上传了云脑1公开数据集D1、云脑2公开数据集D2
  2. 新建云脑1任务时，数据集下拉列表包括D1
    新建云脑2任务时，数据集下拉列表包括D2
  3. 删除项目proA

期望结果：
项目被删除后，其名下的公开数据集不能被选择来创建云脑任务。
（1）新建云脑1任务时，查看数据集下拉列表，应该不包括D1
（2）新建云脑2任务时，查看数据集下拉列表，应该不包括D2

实际结果：
（1）新建云脑1任务时，仍然能选择数据集D1
(2)新建云脑2任务时，仍然能选择数据集D2

删除项目时，删除该项目下数据集文件对应的数据库记录和对应在磁盘上的文件
