复现步骤：
前提条件：代码仓根目录下存在文件train.py
1.云脑—Ascend NPU—训练任务页面，点击新建训练任务
2.填写启动文件名train.py
3.添加运行参数，key、value均为空
4.点击新建任务按钮。创建任务失败，页面提示原因
期望结果：提示原因是正确的
实际结果：提示“启动文件未找到”，但实际上不是这个原因。
创建训练任务填了正确的启动文件名时也报错“启动文件未找到”to 创建训练任务时运行参数空却报错“启动文件未找到” 2 years ago仍能复现。
已修复可重新测试
通过测试。后端返回消息“createTrainJob failed(400):0104(运行参数错误！)”
建议前端也做空参数检测，立刻返回，避免用户无用等待。
已修复，可测试
通过测试，关闭此单。
