【通用任务】用平台镜像广场推荐镜像复制地址作镜像，任务会一直waiting

新建通用任务页面，支持输入外部镜像地址。
用户很有可能从镜像广场——推荐镜像复制地址，贴过来使用。其中有一些镜像地址是内网地址，新建通用任务会一直waiting。
建议优化交互。

修改建议：
1、如用用户输入了内网镜像地址，不能新建任务，提示用户：您指定的镜像地址不适用于该任务，请重新指定其它镜像。

通过验证。最新效果如下图。
