【通用任务】使用说明只能在新建任务页面看到，不方便

新建通用任务时，使用说明只能在新建任务页面看到。当任务running后想去看帮助，发现看不到了。建议优化用户体验

在任务详情页面，类似统一路径使用说明一样，增加开放端口使用说明。

目前对游客也可见。 @chenshihai 建议增加权限，类似详情页面的数据集、模型列表。

通过测试。任务详情页面已增加使用说明。
