场景描述

从任务列表打开某个任务详情时，默认显示的是任务配置页面，但是对用户来说，默认希望看到对自己更有用的信息

预期效果

提交任务后，在任务处于running状态之前，可以显示任务运行简况页面，可以了解到任务调度情况，或者因为拉取不到镜像导致的错误；
在任务处于running状态时，可以显示日志页面，方便用户及时查看日志；
在任务处于终态时，可以显示默认配置页

有个例外：通用任务—运行简况页签在waiting、running时都显示“暂无信息”，无有用信息。
目前最新效果：通用任务waiting时，默认打开任务运行简况。待确认是否ok。 @tanglj
