通过测试。
同一个队列，虎鲸侧下架又上架后，原来该队列的调试任务可以再次调试，不再报错“规格不可用”。

测试场景：

  1. 使用队列A下面的规格，新建1个调试任务taskA，running一会儿后停止
  2. 虎鲸侧下架队列A
  3. 对taskA再次调试，报错“规格不可用”
  4. 虎鲸侧重新上架队列A
  5. 对taskA再次调试
    期望结果：可以running。不再报错“规格不可用”
    实际结果：可以running。
