正式环境存在该问题：
同一个帐号，在同一个训练任务详情页面，不能下载日志，可以下载训练结果。建议统一这两块的权限规则。
现状：
日志下载，项目owner（包括组织项目的owner团队成员）无权限；
结果下载，项目owner（包括组织项目的owner团队成员）有权限。
建议项目owner可以下载日志和结果。
1、项目普通成员创建的任务，日志和结果本人可以下载，项目owner可以下载，平台管理员可以下载，其他普通用户不能下载，pass
2、项目owner创建的任务，日志和结果本人可以下载，平台管理员可以下载，普通项目协助者不能下载，pass
3、平台管理员创建的任务（非项目协助者），日志和结果本人可以下载，平台管理员可以下载，普通项目协助者不能下载，pass
