目前NPU资源对应有章鱼平台和modelarts平台，不同平台对应的command不一样，社区在创建任务的时候无法感知，虎鲸准备对外统一command，即对于用户脚本的执行，由虎鲸统一拼接，社区只须传递运行参数给到虎鲸，也可传递自定义命令，最终效果就是社区无须关心使用的资源以及分中心类型，统一使用command

智算调试、训练、推理、在线推理任务均可运行成功。通过测试。
正常场景，任务状态succeeded；
异常场景，任务状态failed（在线推理可能是stopped)。
