路径统一功能提示窗勾选了不再提醒后下次登录仍然会弹出

复现步骤：
前提条件：使用同一个帐号操作
1.第一次登录，弹出平台重大更新（统一路径sdk)提示。勾选不再提醒
2.第二次登录
期望结果：不再弹这个提示窗。需求待确认 @tanglj
实际结果：仍然会弹这个提示窗

最新效果：勾选不再提醒后，同一用户同一浏览器同样的公告内容只弹一次。
