#4907 新接入分中心名称展示统一

新接入分中心后，平台展示的分中心名称会不一致，有两种叫法。
比如：新疆大学智算中心接入后，个人中心-云脑任务页面筛选项显示“xju”，列表显示“新疆大学智算中心”。

建议优化成：
有本地配置就展示本地配的名称，没有配置就展示虎鲸侧的名称。（本地配置是指app.ini的AI_CENTER_CODE_AND_NAME_AND_LOC）
