对项目owner的判断逻辑，模型、云脑模块的实现不一致。拿删除操作举例。
业务规则是：
模型删除，只有创建者、项目Owner、平台管理员有权限；
云脑任务删除，只有创建者、项目Owner、平台管理员有权限。

项目owner是否包括 拥有管理员权限（可以看到项目设置菜单）的协作者？
模型：是；(包括拥有者的owner团队+项目管理员）
云脑-调试、训练任务：否。(只包括拥有者的owner团队）
