新建的云脑任务，社区侧在waiting，智算中心侧在创建中，用户单击停止时无法停止，
现状：社区侧提示stopping但实际这种状态的任务不能停止。
希望：这种状态下，虎鲸侧可以给出job is creating, can not be stopped的错误提示，社区侧也可以根据这个提示更清晰地提示用户。

1、正在智算中心创建的任务，在waiting的基础上增加创建任务的子状态。

目前虎鲸侧还会出现现状：社区侧提示stopping但实际这种状态的任务不能停止。->（新版modelarts新增starting状态）需要等待虎鲸改完社区这边才能测试

现状：
智算NPU调试任务，
在状态为waiting、detailed_status为dataMigrating时点击停止，能够停止成功。
在状态为waiting、detailed_status为centerCreating时点击停止，页面会提示：“任务停止失败, 请稍后再试”。

功能已完成，关闭。
