【sdk】上传大数据集文件时先校验一下项目、数据集、token，避免长时间等待文件分片

前提条件：目标项目的数据集未创建
使用sdk上传1个20GB大数据集文件时，会先进行dataset file processing & checking，等待大概20分钟后才报错：404 not found。
是否可以提前校验项目、数据集、token这些权限？避免无效等待、帮用户节约时间。
