#4294 【调试任务】选择代码分支不存在时仍然可以新建成功

复现步骤：
1.进入新建调试任务页面，选择分支branchA
2.用git命令，删除branchA并推送到远程代码仓
3.回到步骤1的页面，点击新建任务
期望结果：页面报错提示指定分支不存在
实际结果：任务新建成功状态保持PREPARING 几分钟后变成CREATED_FAILED。任务详情页面代码分支branchA
