【提交镜像】由于镜像名称已经存在提交失败时，报错应提示失败原因

复现步骤：
1.提交智算gpu镜像imageA
2.再次提交智算gpu镜像，也用名称imageA，提交失败
期望结果：报错提示原因
实际结果：只显示了“提交镜像失败，请稍后再试。”，未提示失败原因

启智gpu镜像，会提示镜像已经存在并询问是否覆盖。

最新效果：镜像Tag已被使用，请修改镜像Tag。

多个用户提交相同的镜像tag时，也报错提示原因。
