该问题不是必现，多操作几次可以复现。
修改方法：
1、当选择“为此提交创建一个 新的分支 并发起合并请求”时，如果分支名已存在，提示“此项目已存在名为 'xxx' 的分支。”，且“提议文件更改”按钮置灰。
2、然后，如果用户将分支名修改，与已有分支名不重复，则“提议文件更改”按钮可操作，单击后创建新的分支并发起合并请求。
