复现步骤：
前提条件：同一个账号操作
1.新建启智gpu调试任务taskA
2.在taskA状态为waiting时，继续新建启智npu调试任务
期望结果：无法新建
实际结果：可以继续新建成功。

在taskA状态为running时，是无法继续新建启智npu调试任务的。
