#3485 【资源管理】可以将任务分配给应用场景中指定的智算中心

1、目前已支持将云脑任务分配给已上架资源规格的智算中心 #3169，在此基础上上，希望增加将云脑任务分配给某个指定的中心。即新建应用场景时，可以指定使用哪个智算中心的资源规格，将云脑任务分配给已指定的智算中心，不分配给未指定的智算中心。
2、例如，资源规格01已上架，智算中心A、智算中心B、智算中心C都有该资源规格01，我们在应用场景中指定调试任务可以使用智算中心A和C的资源规格01，那么调试任务可以分配至智算中心A和C，不能分配至智算中心B。
3、现在智算中心只有含资源规格01的A和B，应用场景中指定使用所有智算中心的资源规格01，A和B会被指定。后面又增加了含资源规格01的智算中心C，这时，将A和B的资源规格01下架，会导致新建云脑任务时资源规格下拉框为空。临时解决办法是：新建一个场景指定使用所有智算中心（这时只有C）的资源规格01。长期解决办法：新建应用场景时，可以指定使用哪个智算中心的资源规格。
