使用mindspore1.8镜像的npu推理任务下载日志文件按钮对创建者置灰了

使用了mindspore.18镜像的npu推理任务运行结束后，创建者进入任务详情页-日志页签，下载日志文件按钮置灰了，无法点击。
若使用其它镜像，则不存在该问题。

CanLogDownload: false 后端返回请后端来排查下

mindspore1.8镜像的问题，这个自定义镜像在训练完后没有上传日志到obs以供下载。

要改下配置，更换下mindspore1.8镜像的地址。
