#2701 根据算力资源管理功能调整使用场景

梳理使用资源管理的场景，进行调整。
（1）新建云脑任务时，根据算力资源应用场景管理、资源池(队列）管理表格，抽取合适资源规格罗列在新建任务页面。含新建启智集群GPU和NPU调试任务，启智集群和智算网络集群GPU和NPU训练任务，启智集群GPU和NPU推理任务、算法评测和模型评测任务。先做启智集群的。
（2）新建云脑任务、再次调试、创建新版本时，需增加校验资源规格是否可用。
（3）新建启智集群GPU类型调试、GPU训练任务、GPU推理任务时，取消GPU类型字段，GPU类型在资源规格中体现。
（4）排队任务数也需根据这个方案调整。
（5）所有的云脑任务详情页面资源规格字段要调整。
（6）历史数据的资源规格字段要刷新。
（7）专属资源池需要调整。
（8）数字看板云脑任务分析中卡类型、资源规格字段要调整。(该条后续版本再调整）
