【云脑任务】删除云脑任务时需要将waiting状态标为停止状态且不在统计等待时长

【背景】目前在数字看板中存在状态是waiting且被删除的云脑任务，其等待时长一直在增长。
【修改建议】
1、在启智侧状态是waiting状态的云脑任务，删除后其状态应标为停止状态，且不在统计等待时长。
2、历史数据中，waiting状态是已删除云脑任务，不应该再统计等待时长。
3、任务列表页和任务详情页面的删除场景都要考虑。任务详情页Waiting状态的任务删除按钮也要置灰。
