复现步骤：
前提条件：在镜像管理后台
1.新建公开镜像，并设为推荐
2.将镜像设为私有
3.尝试取消推荐
期望结果：能。
实际结果：不能。取消推荐按钮隐藏了

通过测试，关闭此单。
