aggregator_type=neigh时，在ascend910设备上训练，模型不收敛，在3090上正常，待解决

910线下机测试，同样出现不收敛问题，证明与机器无关，分析问题原因为，ms的某个算子在gpu和ascend两种设备下存在差异
