通过机时只能解决 用户使用总量的问题，但解决不了 瞬时的高峰拥堵问题

当重要会议召开前夕，很多用户会大量提交任务，会出现资源紧张导致任务排队超长问题，此时多数用户会重复提交多个任务，以提高任务排到资源的概率，从而进一步增加瞬时的排队 拥堵问题

所以给每个用户增加使用资源的上限，是非常有必要的

可以采纳，这种方式还比较合理，我们再考虑下看有无更好的方式
