操作步骤:
1、在算法列表页面的点击某比较大的算法（算法上传和解压缩时间长）的【创建新版本】操作，填写完成后，点击确定；
2、查看该算法的版本列表，刚刚创建的版本显示为未上传，点击【重新上传】操作；
3、在重新上传页面选择一个算法文件，点击确定，提示无权提交此算法版本，页面卡死在这里，必须刷新浏览器；
期望：
创建新版本时，在该算法的版本列表页面，该算法版本的操作中不会出现重新上传或者重新上传为置灰状态
