【更新外部模型】非gated模型点击立即同步会弹窗要求输入token

经 @chenzh 发现正式环境存在该问题。
非gated模型 DeepSeek-R1-Distill-Qwen-1.5B ，点击立即同步会弹窗要求输入token。
期望交互是：弹窗显示待同步文件列表，点击立即同步后会开始更新。只有gated模型才会要求输入token。

在V20240123分支上通过验证。
测试场景：
1、迁移gated模型，必须输入正确token；
2、迁移非gated模型，无需输入token；
3、更新gated模型，在同步文件列表页必须输入正确token；
4、更新非gated模型，无需输入token；
5、迁移失败模型，点击重新迁移，无需输入token。
