需要更换镜像内的镜像源。

暂时挂起，分中心的内部镜像源都不一样；咨询了武汉分中心的人，回复是设置镜像源是modelarts设置的

确认清楚每个ModelArts分中心的训练和调试任务是否能访问外网；
是否能安装pip包

重新测试训练任务，已确认：西安智算中心，中原智算，成都智算可联网，可装包。看似该bug已被修复，任务链接：https://openi.pcl.ac.cn/liuzx/test/grampus/train-job/427089

西安智算回复是：notebook里边没有限制，训练作业不能联网

原始算力中心不支持联网，关闭该任务。
