#4240 【在线运行notebook】多个文件应可以在同一个环境打开

复现步骤：

  1. 对jupyter文件A点击在线运行，选择NPU环境-mindspore.1.8.1，点击新建任务
  2. 等待一会儿，在线运行notebook弹窗界面会出现【调试】按钮
  3. 此时对另外1个jupyter文件B点击在线运行，选择步骤1 相同的环境，点击新建任务
    期望结果：可以在同一个环境打开
    实际结果：页面报错“您已经有一个正在等待或运行中的任务，请结束该任务再试”
