管理后台修改资源池队列的卡数为0时会失败

管理后台 > 资源管理 > 资源池（队列）页面，修改资源池队列信息时，将卡数设置0，提示修改成功，但实际没有修改。

希望可以把资源池队列的卡数修改为0，因为有一些没有使用的资源池队列，卡数是0.
