针对*.ipynb文件提供在线运行的功能

1、查看文件页面，针对*.ipynb文件，增加直接运行的功能。
2、只有*.ipynb格式文件，才提供运行功能，其他格式文件不显示此按钮。
3、单击运行时，默认在NPU环境运行，用户也可选在GPU环境运行。
4、单击运行后，新开浏览器页签，启动notebook环境。加载当前的文件。

第一期先出需求方案、界面设计和技术方案

疑问：用户起的调试任务是在项目下还是在用户自己名下？从功能上看应该在自己名下，因为用户可能并不属于文件所在的项目。
