#2901 用户使用平台算力资源时消耗算力积分

用户获取算力积分和消费算力积分的功能如下，第二个版本先完成消耗算力积分相关功能。
1、用户在平台完成日常操作时，记录用户获得的奖励算力积分，并提示用户奖励多少算力积分；(V20220616后台记录积分）
2、创建云脑任务时，增加不同资源规格的单价和当前账号剩余积分；
3、用户使用算力时，后台记录用户使用的算力，消耗的算力积分；
4、查看个人算力积分余额、 积分获取和消耗明细；
5、积分管理员可以在积分管理后台查看所有用户积分，并为用户充值积分；
6、管理后台配置获取积分和消耗积分规则。
7、积分获取和积分消耗分别用开关控制，是否生效。
8、上线前公众号、平台宣传，提前告知用户。
