有的GPU调试任务无法启动notebook，过一会直接failed

云脑侧报'ExtensionManager' object has no attribute '_extensions'

使用镜像 dockerhub.pcl.ac.cn:5000/user-images/openi:tensorflow2.4.1可以复现

原因为我们升级了notebook, 有一个bug:nbclassic版本小于0.2.8时会报上面的错误。

解决方法：
安装jupterlab后执行pip install -U "nbclassic>=0.2.8"

在V20220815.patch分支

通过测试。
