新建云脑任务时应检测代码分支

复现步骤：
1.新建gpu调试任务，选择代码分支test，保留这个页面
2.git命令，删除test分支
3.回到步骤1的页面，点击新建
期望结果：报错提示分支已不存在，不要将请求提交到云脑侧
实际结果：请求提交到云脑侧，任务状态一直是waiting

GPU推理和训练也有类似问题，一并修改。也优化智算网络任务加载代码错误时的错误信息

gpu调试、gpu训练、gpu推理，通过测试。
npu的，也有类似问题。另外智算gpu训练会跳到500 error页面

npu调试任务、评测任务没有选择代码分支。除了这2个，其余类型云脑任务均已修改，通过测试。
