对名称包含%的分支启用分支保护时页面报错400 Bad Request

复现步骤:
前提条件：分支名称包含%
1.新建分支，命名包含%。比如test_95%
2.去项目设置，对分支test_95%启用分支保护
期望结果：设置成功
实际结果：网页上显示400 Bad Request。刷新页面后，发现实际上已设置成功

特殊字符转义处理。

除描述的地方外，新建文件、上传文件和修改文件-选择新建分支时，分支名包含%会有同样的问题，均已修复

1、新建分支，命名包含%
2、新建文件、上传文件、修改文件时，选择新建分支时，分支名包含%
3、去项目设置，对分支名包含%的分支启用分支保护
以上场景已验证，问题已解决，关闭问题
